That explains the situation for the brackets on some FMJ vehicles.

Sorry about confusion,brackets was a 1977 78 thing. This bulletin was issued in 1982 for cars back to 76 and issued again 1986.

Remove 4 bolts marked E. Lift up support bracket,slip in spacer washer behind bracket. Put 4 bolts back in. Bracket is now closer to fender.
