No catalytic converter, its not there so that's ruled out I guess, maybe a feul issue ?

It should kick down every time. Have you checked the transmission fluid level ,hot? Maybe it is slipping?

Tyranny fluids right where it should be, may be a tad low but shouldn't result in this right?
