Post subject: rocker arm shaft question

Getting my 1970 slant 6 back together today and got the head on. Finally decided to clean up the rocker shaft and arms, which I did.
there are the larger mounting bolt holes in the rocker shaft , as well as the smaller oiling holes for each rocker arm on the shaft.
I realized I now don't know which way to orientate the rocker shaft with the arms on it; small oiling holes facing up, or small oiling holes facing down towards the bottom of the engine.
Can anyone help me out with this?
