Why won't the fuel ignite when a current is passed through the resister of the fuel guage sender?

I have assumed this is how the sender works.

No oxygen in the tank. It is displaced by fuel liquid/vapor.
PS: Liquid gasoline is not flammable, only the vapor.

It's true. There have been (very uncommon) instances of a smoker throwing a cigarette butt into gasoline without an expected ignition. If one can get it through the fumes, then the fluid will douse it.
However, the flash point of gasoline, and even the vapor point, is so low that gasoline is considered one of the most hazardous fluids on the planet. (Notwithstanding corrosives and biologicals.)
Shoot, even at 0*F, gasoline is still "out-gassing", or evaporating. (I would have to do some research to find the actual numbers for such info.)

NO! Don't try that at home.

Now about the flash point: gasoline placed in an open bin has a flammable vapour above the surface when temperature of the liquid is – 23 °C (-9.4 f). You can imagine a cloud of gasoline vapour hanging above the surface of the liquid. When a spark or flame hits the vapour, it ignites.
