so say 1-2 years ago I had to get a proper hold down device to Drag Race..well, I bought' this rubber strap with 2 nice plated rods, well the strap looks like a bad piece of road kill, why anyone would sell such junk just shows what drag racers/pass inspection peeps will buy cheap and failed..
any thoughts on a proper hold down until I can relocate to the trunk nicely. thanks.

My mother told me a story that once she was down in my great grandfather's basement when he was working an a then-new 9 inch black and white TV. The picture had stopped working but the sound still worked. My mother commented that the TV looked cute. My great grandfather responded, "It ain't cute if it don't work."

I believe you have a similar situation with your battery hold down. Yes, it is shiny, but somebody welded the slotted brackets to the center bar 90 degrees off from what they should be. The rods need to pass through the holes in the brackets. Otherwise it is just a bunch of shiny stuff that doesn't work. You could break out a drill and make your own holes.

Yes, fabricating those tabs for the rods to pass through would be another option.
