Friend is working on a 69 Dart and when he hits the brake pedal the parking lights come on up front. This sounds like some sort of a grounding issue to my pea brain. But where is a good place for him to start the search?

When I put the 83 D150 back together after having it apart down to the frame rails, I had that exact same issue. Step on the brake pedal and the front parking lights would light.
I have slept since then, but it was something in the rear wiring harness I had two plug in connectors swapped and plugged in wrong.

It could also be a messed up rear tail lamp bulb (Brake/signal). I have seen the filaments short between the dim (park) and bright (signal) ans cause weird issues like that.

I also had a similar issue on a 66 Fury. When a bulb was put in the brake light socket, it would twist the socket contacts around (broken locator tab). The bulb contacts shorted across the two socket contacts. That was a difficult one to figure out.
