I usually do not take my van on the freeway, but last week I had no choice and had to pick up someone 30 miles away. The van ran fine at about 60mph. Above that, it seemed like the van is being pushed to its limits.

On the way back I kept an eye on the temp. While cruising about 63, the temp was right at 230`, the end of the optimum range. As I approached a big hill, I started to worry. The hill climb is about 4 miles and by the time I got to the top, the temp reached 250`. By the time I was half way down the hill, the temp back to 230` and remained at this temp till I got off the freeway.
While driving around in the city, the temp is always dead center of the optimal range.

I do have a thermostat.

Why would the van stay hotter on the freeway opposed to street driving?

You've got restricted waterflow somewhere in the system. Clogged radiator, clogged block, thermostat not opening all the way, lower radiator hose collapsing 'cause the radiator's clogged…
