Depends on the engine. Different cams will have a big effect on Vacuum.

19" for a stock-or-nearly-stock engine in proper tune running at sea level.

Bigger cam, higher elevation, retarded ignition timing, improper carburetor adjustment, and other factors will all reduce the vacuum reading.

Each kilofoot above sea level reduces the absolute value of the vacuum reading by about one inch. Round to the nearest 500 feet, so if you're at 4 995 feet above sea level, you need to add 5 inches to get the sea level vacuum readings in which discussions like this are based.

17.7 inches @ 5 000 feet = 22.7 inches @ sea level, which is an excellent reading. Keep in mind that most non-professional vacuum gauges aren't all that precise, tho :-(
