And as soon as you buy R12 without having the proper recovery equipment you can be fined for thousands of dollars
Well...sorta yes and sorta no. Depends upon the production date of the R12 you purchase.

I had an 81 Imperial (sold it a couple of months ago) and decided to get it charged up as it wasn't blowing as cold as it should have. I took my 6 cans of R12 to the shop, figuring it was a R12 system. Technician gave me my 6 cans back, saying it had been converted to R134 sometime in the past. So I've still got my 6 cans of $1.00 R12. Side note - took our Caravan in for some service and while looking over the stuff in parts, I notice they had a bulk container of R12. Was told it gets used on a pretty regular basis.

Actually you can't - they would have to prove you vented it. You can take it to a shop to get the system drained, and recharge it yourself and save on labor charges at least.

You can still get "new" R12 - while it's not brand new because it's not legal to manufacture or import it, selling recycled stuff is allowed. The other way would be new old stock R12.

By the way, from what I've read R134 is to be phased out too.
