Take it apart and pull the float and spray it out real good.

The EGR is under the carb mounted to the intake.

If the problem were caused by rust, it would not have disappeared when I tightened the carb down a couple months ago, would it?
Driveability problems are tricky. They can have multiple simultaneous causes, and therefore can appear to clear up with a particular tweak, only to come back soon because the other causes haven't been addressed.

How do I check the EGR valve? I read somewhere that its a hockey puck shape located between the valve cover and the manifold but I have nothing matching that description in that location.
Still trying to slide by without a factory service manual, eh?

I do have carbon deposits on the engine block around rails 3 and 4 of the exhaust manifold along the gasket. That looks like an exhaust leak, right?
Right.

When you say manifold floor do you mean the area where the carb sits?
No, I mean the bottom inside surface (floor) of the manifold, visible when you remove the carburetor.

I have a fuel tank kit coming from Eastwood, with a cleaning, etching and sealing solution. If the problem is rust, resealing the tank and cleaning out the carb should take care of it, correct?
You'll also need to flush out the line from tank to carb, and replace the fuel filter again.

Have you tried using a gas can instead of the fuel tank? Try that while you're repairing the fuel tank.

That way you know you're working with fresh clean gas. After you do that and clean the carb, it makes for a good starting point in diagnosing the problem. Be sure to pump some clean gas through the fuel pump too, incase it has debris in the bladder.

Dan,
I have the FSM, right under the driver's seat. But I also have the ADD, and any kind of page with that many words makes my head swim badly. It truly is an effort to get through each sentence and try to understand what it means. I use it if I have to, but its usually quicker to get a few lines of advice from someone here.

What effect is that exhaust leak having on my system? I read another post that said a leak from the exhaust manifold would cause a putt putt, but nothing like what I am experiencing.

I also sprayed along the manifold with carb cleaner and it had no affect on idle, which would seem to indicate that I don't have an intake leak. I was pretty heavy-handed with the carb cleaner.

Ted, having never taken a carb apart before I have a little trepidation. Is there anything I should know before I do so? I don't want to make those beginner mistakes that turn into nightmares.

Thanks to all!

SL6Dan has a real nice BBD Manual he posted a while back. Do a search on BBD. You might want to study that real well before you pop the top. It will help you get an idea of how to remove the float so you can check to see what you may have collected in the bottom of the bowl.
