My car is along similar lines to RustyFords' 'Barn Find Valiant'...will post photos and story shortly.

I also bought one of these carbs off ebay.
NOS Holley 2280 R8691.
I bought a kit for it from Ron at Daytona Parts Company and in the instructions that came with the kit under adjustments for mechanical power valve is says N/A,so i guess that means not applicable.
By the way,Ron was great to deal with and asked me a lot of questions before deciding what kits to send me.

first of all, the NOS carb that I am writing of here was, as Reed had suggested not missing parts , on the internal lower section there was a threaded plug where the manual power valve would normally fit.

however, being one that was not content with one power valve when I could have two, I got another 2280 core, it is carb # R995,, I needed it for the power valve stem and spring.

found some interesting things about manual power valves, in my FSM and in the carb 2280 carb kit they both mention that the mechanical power valve is approx .050 longer than the vacuum power valve.
I took both out of the R995 carb,, they were both the same length and physically looked identical. This cab had the phillips screws worn,, it had been apart before. So who knows on this one.

I then took my spare 2280 the R40165 apart,, this carb is dirty and used, not saying it was never apart,, but the philips screws and cotter pins on the linkage do not have any marks on them. On this carb, the mechanical power valve was .010 shorter than the vacuum,, opposite of the FSM,,the two did match what was in the repair kit I had from daytona carbs.

For the NOS 2280 I took out the existing vacuum power valve, it measured 1.10 I selected the longer power valve from the kit. it is 1.16 and set it in the mechanical power valve opening. So I have the approx .050 longer mechanical power valve.
once set in place I checked to verify they did not bottom out, run out of internal clearance when the stem was pushed flat to the face of the seat.

so now the NOS 2280 carb has both power valves,, we will see how it goes.

I had a bog just off idle with my NOS carb as mentioned by Reed.
All i installed from my kit was a new plunger stem rubber and needle and seat,also new gaskets as when i took the carb apart they ripped.
Upon my first drive there was still a very minimal bog,hardly noticable,now there is no bog.
I have tried under load going up a hill,still no bog.
This is a very smooth carb,i'm very impressed.
HOLLEY 2280 ,model number R8691.
