If you can wiggle the throttle shaft side-to-side perceptibly, it needs rebushing. This is a precision machining operation, not a do-it-yerself-in-yer-lap-with-yer-3/8"-handheld-drill type of deal. Any competent and well equipped carburetor refurbisher will be able to do the job.

But that's probably not causing the issues you're facing right now.
