I can't see how that would manifest itself in the current set up, there are no wires or wetness or any other means for such a short in the vicinity of the coil output prong or center tower of the cap
Electricity is a great deal more wiley than you give it credit for here.

It is possible to have a distributor rotor "burn through" & allow spark to jump from the cap's center button to the rotor contact & then to the distributor shaft.
Yes.

cap, rotor, etc. all in good shape (new)
Brand? There's a lot of junk on the market.

one time i was testing for spark at end of spark plug wires with my
home made spark tester, I found no spark, okay next check the coil
output spark, okay good also i got a shock, then i realized i did not
hook up the ground for the spark tester.

Hooked up ground wire for tester and had sparks at plug wires, next check the
spark plug, plug fouled up, changed plugs , now starts.

Dan,

I'm using the good stuff, Airtex Gold cap is super heavy duty and has solid brass tower contacts:

Then, I swapped it out for a blue streak, same high quality, same result.

More testing will tell, probably something simple (by that logic, a simple person like me should find it I suppose...)
