Some of these carbs have 'reverse' metering plates, so the needles control only the air for the idle mixture; i.e. turning them outwards actually leans out the mixture instead of enrichening it.

I cannot see if you have used this spesific carb size before, but it is a big carb, and giving the power valves a faulty vacuum signal will play havoc on the setup, I don't know this carb in detail, but can you possibly check the power valve circuit for leaks?
Do you have a vacuum gauge to see where your power valves open (or not)?

These kind of troubles can be hell to diagnose, good luck.
