Top with internal tube.
After reading a bit here I'm wondering if that is the issue. I think that in internal hose may be 1/2 inch, to a -6 fitting necked down to the 5/16 factory line. Could that cause a draw issue?

-6 to 5/16' is not much of a size drop so I would think just some small turbulence if it is a straight fitting. Any veritical lift of the fuel out of the tank should be balanced by the drop on the other side if the flow is continuous and you don't get air in it. Make sure your vent tube does not have a dead bug or other blockage in it.
