I have a '64 Valiant Signet -200 with s-six and factory four-speed.

Odometer shows 98,000 miles.

Tranny tends to grind a bit when downshifting into 2 nd gear (normal "coming to a stop sign" downshifting; no crazy "speed-demon" tricks).

First and third gears seem to be fine; is 2nd gear synchro a common problem with this tranny?

Yes, 2nd gear synchro tends to wear-out before the others.
The bigger problem is the "stubby" 1st - 2nd shift fork used in the B&T 833 4-speeds. Replace it with the later "wrap-around" style fork for better synchro action & downshifting.

See this image: http://www.slantsix.org/articles/4-spee ... -forks.jpg The two forks on the left are the 1st - 2nd, "stubby" (brass) and wrap around. (cast iron) The later wrap around fork shown has an extra post on the mounting peg, this will need to be cut-off to use it in the 64 tranny.
