First of all so you all know you can take the sending unit out without taking out the tank.Here is how.
Jack the back of car up fairly high(under the axle).Put jack stands under frame on each side.Lower jack.After these steps you will have perfect access.
As far as the sending unit goes it turns out some how the float was hitting the fuel line,not letting the gauge go all the way down,as a couple of you suggested.A simple bend of the rod and voila!!!!!!!! problem solved.
