I'm trying to install a small am/fm tapedeck radio in my 68 dart. but the stock radio only had one wire runing to it for power...where dose the new one's negative (ground?) go....also, the old radio didn't work.

It's probably a chassis ground.

and where would i attach this chassis ground?

also how would i go about determining if the power wire is transmitting power?

Some radios grounded their electronics to the metal case, which is supposed to be grounded when it's installed to the metal dash. It would be better to run a ground wire from a screw in the case to a good ground on the car, to be certain. Flaky grounds cause all kinds of electrical gremlins.
Check voltage at the power lead. With the ignition switch in the "Run" or "Accessory" position, you should have 12 volts. With the ignition switch off, it should be dead.

so I just put the + and - on the lead wire? and if it's dead in both positions...I have a new problem..

No.
To check with a voltmeter, put the + voltmeter lead on the power lead and - lead to a grounded part of the car - almost any big chunk of metal.
