There's a collar just below my steering coupling that actually looks like part of the coupling. There's a countersunk hole through it - not centered but apparently through part of the shaft. Shouldn't there be a pin or bolt or something in that hole? I'm guessing it must be rusted in place, but. . .

There is a roll pin that goes through that hole. The shaft on the steering box is shaped like this:

The roll pin might be there. It's a split hollow tube, so you might just be looking right through it.
