what would cause the power steering pump to whine on a 74 dodge dart swinger 225?

full of fluid and i jacked it up with the cap off and turned the wheel lock to lock to get the air out

any suggestions?

If you've worked all the air out of the system and it still whines, could be that the pump is getting ready to go bye-bye.

Usually nothing so dramatic as an explosion, they just quit working.
