Its wierd. I've never seen it. You'd think any fluid squeezed out of the gear and back into the pump would be replaced by fluid drawn in through the pressure feed... but maybe there's too much resistance in the feed circuit with the pump not rotating and so it "pulls a vacuum" in the gear and then spits the displaced fluid out the lid.
I wouldn't worry about it if everything works fine with the engine running. Just file it in the "old Mopars do the darnedst things sometimes" drawer
