You should be able to click "send/receive" and get them to go if there are no errors on the server. Usually if your outbox has items in it for more than a few minutes it means that either your ISP is having problems or your computer is misconfigured.

If you're talking about your PM boxes here on this site, then your local ISP doesn't enter into it. The way I understand it, things move from the "Outbox" to the "Sentbox" once the recipient reads them.
