When the Manifold Heat Control Valve is rotated toward the driver's side of the car, is it opening the exhaust passage, or closing it?

Standing at the front of the car looking straight at the heat riser valve, the clockwise position directs exhaust to the underside of the intake manifold (heat on), and the caounterclockwise position directs exhaust away from the underside of the intake manifold (heat off).

Closing... really, it is "directing" the exhaust flow up towards the bottom of the intake manifold.

Full "counter-clockwise" rotation directs the flow down the exhaust pipe.

When at operating temp, is the valve suppose to be in the open position or does it only open when given throttle? Mine seems to be in the closed position until you give it gas. I would think if it isn't cold it would just stay open. Is there something wrong with mine?

The valves used through '70 (w/rectangular counterweight) stay in the "heat off" position once they've warmed up. The '71-up valves (w/round counterweight) stay in the "heat on" position even once they've warmed up until an engine speed corresponding to about 30mph is reached, then they go to "heat off". Yours is working as designed.
