I hooked up the Electric choke on my Carter AFB and turned the key on and the choke blades didn't move. I thought the blades closed when the ignition is turned on. The blades are already pretty closed to start with. Is this correct? Do the blades open as it warms up, but starts out closed. The ambient tmeperature was about 75 deg F and the car hasn't been started.

The Carter "electric" choke is thermal, just like any other choke. But instead of using the engine heat (intake manifold well, heat pipe from exhaust manifold, etc.) it uses a small electric heater to warm the choke element. The idea is that the electric heater warms up at about the same rate as the engine, and makes the choke work as if it were using engine heat. Its really pretty crude, but it works surprisingly well. Your choke should start out closed, and open over the course of about 5 minutes after the electricity is turned on to the heater (ignition on). It should also have an internal vacuum "kick" that opens the choke partially as soon as the engine starts.

You also need to open the throttle most of the way at least once before starting the engine so the choke can reset or close itself. It will stay in the open or warm position until you do this.
