The inertia reels for my front seat belts are WAY too sensetive. Even when I pull slowly to put on my seat belt, the thing locks up. Is there an adjustment that can be done to get it to ease up a bit? It takes me about half a dozen tries just to get my seat belt on

No adjustment is possible. '74 was the first year for retractable 3-point "UniBelts" in Chrysler products, and the first few years were a not-very-good design that has exactly the problem you describe. Eventually they figured out how to make a pendulum-equipped belt reel that pulls freely when you're fastening it, but still locks under hard deceleration. If you want rid of the nuisance, you'll need to replace your belts.

If you are "the ONLY one" to drive your car. Put a big safety pin in close to the size you need the belt to be so it doesn't retract all the way. This will ease your frustration.

The last two years had 'better' retractors (that doesn't exempt them from being bound up by someone twisting the belt and letting it 'slip' into retainer). Your back seats can be replaced by any 1975-1976 A-body, the front seat belts are Duster/Dart Sport (middle belt can be any 1975-1976 with a bench seat...).

There isn't a '70s Chrysler-made belt that's going to be significantly better and an easy bolt-in, and old belts aren't worth swapping in from the safety perspective, so I'd forget going that route. So...what to use instead? Well...that sort of depends on how much fabrication and reworking you're willing to do. New aftermarket belts are probably your best bet.
