I'm installing a new fuel tank. The j bolts that hold the tank in place originally had this soft gel-like substance on the bolts and on the brace when I removed the old tank. In my opinion, that must have been for noise suppression. Anybody know what it was? Should I put it on the j bolts after I reinstall tank?

What was it?

Could it have been part of the undercoating the dealer put on the car when I bought it in 1974?

Yes and clean the bolts up and use a bit of antiseize or WD-40 when tightening them so they don't freeze up on you... I've seen the bolts covered in undercoating, mud, grease, grime... most stock applications they were just left as-is and became rusty...
