What is the difference between these two items?

Item 2:

Both items are under driver side dash on a 74 Dart.

item 1 looks like a horn relay
item 2 is a buzzer

Item 1 looks like the horn relay, and item #2 looks like the 'key in' or driver's seat belt not fastened buzzer...
