I am pretty sure these two items were never hooked up on my driver side underdash, near the kickpanel. Of course, I took the dash apart over two years ago, and my memory isn't what it once was. 1974 Dart - did not come with map light or trunk light. Any ideas?

Could easily be related to the seatbelt/ignition interlock system, which became no longer mandatory and legal to disable shortly after it became mandatory in the US.

I don't think it relates to the seatbelt/ignition interlock. Yes, my 74 Dart came with that annoying buzzer and it would not crank if the belt wasn't buckled. (I used to take the center lap belt and plug it into the driver buckle to overcome the problem.) Did Chrysler use generic wiring harnesses on the Darts that would have had a function for another model that the Darts did not come with?
