Will my stock Dog Dish Center Caps on my Valiants 13inch steel rims fit on a pair of small bolt pattern 14inch steel rims?

Yes, most wheels use the 9" caps.
Exception is pre-'68 4.5" bolt pattern wheels which take 10" caps.
