While driving, my ammeter reads about +30 amps to the right all the time. It pegs when the car starts, but slowly returns to around 30 (maybe a little less). Could this be a bad battery that just wont charge all the way, or do I have a regulator problem?

Probably a bad regulator. Bad battery usually means it won't take a charge (low current readings).

Could be one of those, or a bad cell in the battery. See this thread for a little more info.

Disconnect the battery, let it sit for awhile, then check the voltage across the terminals with a DVOM. If it shows closer to 10.5v than 12.6 volts, you've most likely got yourself a bad cell in the battery.

6 cells @ 2.1v each = 12.6v total for the battery
5 cells @ 2.1v each = 10.5v total for the battery.

Good luck!
