my van has always been a dog and I blamed it on the fact that it was a 6 banger with a one barrel, so as Im upgrading to a 2 Barrel I figured I would try to see what the ratio was in the rear end. I thought it felt like a 355 or less but I checked the tag and its stamped 0396 but if I flip it over it reads 0369. witch was more likely to be installed in a 1979 dodge shorty van?

Neither. That tag isn't telling you what the ratio is.

If your rig still has the factory build sheet pasted to the hood (thats where it is on my pickup) it might tell you.
