I can't tell you about the position, but I can give you a couple of suggestions on how to cut the hole. I don't know what size hole but if it is a 'std'('nice' fraction of an inch)size hole, see if a chassis punch will work. They have a male and female die, which when drawn together by a bolt, makes an exceptionally clean cut. You can get them at HomeDepot, or an electrical supply store.
Another alternative is a 'uni-drill', which consists of stepped cone looking drill. They are a little expensive, but they are several drills in one. They, also, make a very clean cut in sheet metal. Those are also available from HoDepot, and asst'd other retail outlets.
