What is the best way to clean up the oxidized portions of the printed circuit board(mine is from a 65 Dart) where bulbs, grounds, guage terminals, & harness attach?

Chemically?

There is no "white corrosion" just a darkened brown appearance from what I'd call as perfect "as new" brillant copper appearance.

I second the pencil eraser. It's about the mildest abrasive attached to a stick you can get. I use them at work for relay and contactor contacts. Cleans up the tarnish, and doesn't remove any metal to speak of.

I have had good experience cleaning electrical component surfaces using DeoxIT; I got it at Radio Shack.
