OK, so I was working on my car and I started it and it ran for about 3 seconds and then blew a fuse. I thought it was a coincidence, so I put a new fuse in and tried it again and the fuse blew again! So I got a new voltage regulator from Napa and now the car wont start! I have 12.4 from the battery and 12.4 at the cables. I think the ignition switch is good because I can turn it forward to on and can turn on my windshield wipers. Any suggestions are welcome at this time.

Thanks,
Seth

What fuses have been blowing? What caused you to purchase a new voltage regulator? Does the car crank normally but won't start? Do a search on this site since this isn't the first time that one of our cars failed to start. Lots of help here.

The fuse that has been blowing is the one for the ignition switch and I got a new voltage regulator because any battery I run in it ends up having the acid boiled out of it. But I figured out the neutral safety swith wasn't engaged for some reason, even though it was in park, it just took me Putting it into reverse and back to Park to get it to crank again

I am also wondering what fuse you were blowing...

Quick test, might not be the greatest idea so be careful, take a screw driver and short the two terminals on the starter. What you should get is some good solid cranking. However, if you get a spark and a click then your starter is probably going (or already is) bad. If you don't get anything (not even a spark) then it is fairly likely that you have a continuity issue somewhere in the circuit and its time to bust out a multimeter and find the issue.

If it turns out your starter is toast, I'd highly recommend a mini-starter found on V6 and V8 Dodge trucks. You can usually pick them up all day at a yard.

EDIT: Dang minutes too late... Well glad you figured it out, I've done the same thing before.

I don't have my '74 schematics here, but I don't remember there being a fuse in the ignition or cranking circuits except for the fusible link. I'd check for some oddball short, like an internally broken ignition switch.
