I'm going to pull the gas tank off the '67 Dodge Dart when we get it towed to my house next week to clean it since it's been sitting around 4 years. What is the best thrifty solution to pour into it to clean the gas tank if it's rusted?

Well, my experience is that I had the absolute best results with a bunch of sharp stones, metal chunks, soapy water, and I shook the living daylights out of it. It took me hours upon hours of time, starting with taking out the gas, cleaning it with some light solvent, and then starting the agitation / shaking with stuff to knock the rust loose.

It worked for me. I then painted the tank inside with a tank sealer epoxy, which sealed up even the numerous pinholes and did not leak again for the several years I owned the car (one for which no replacement gas tank could be found).
