Is it possible to put a 70'-72' grill on a 73' duster? Or is it impossible because of the different hoods?

Anything like this is "possible." But this particular swap would not be easy. I put a '75 grille on a '72 with almost no problems. But going the other way would be a little more difficult. If you can swap the hood from the '72 you might be okay, if you can't there might be some interference.
On the '72, you have a piece coming out from the center of the radiator support that has the grille and the latch bolted to it. On a '72, this piece is placed longitudinally across from one fender to the other, and bolted to both fenders rather than the center. Your fenders might not accommodate the brace being bolted to them. If not, you'll have some fabricating work to do.
Another minor issue is the headlight bezels. Each style has a pair of plastic clips in the fender that they are screwed into. The '70-'72 pieces are angled differently than the '73-'76 pieces. One matches closely, but the other doesn't.

You'll need the hoods latch, the upper and lower valance, grille and hood.
As rob noted you will also need to weld an additional piece on each side of the fenders. Then it will fit. I did this to my 74.
