It's from the '64 Dodge Factory Service Manual. You really should have one if you're serious about restoring/modifying this car.
Here's a heavily edited version of the connector area of the previous diagram, might be a bit easier to follow.
I had forgotten that the wiring diagram on mymopar.com is as different from the factory manual as it is. I wouldn't say it's useless, but it's certainly not gonna answer your question.
What may be confusing you is that the fuel & temp gauges both get power from the Instrument Cluster Voltage Regulator, which is inside the fuel gauge.
The fuel and temp gauges are grounded at their senders, The fuel gauge by a jumper from the gas tank to the metal gas line & the temp gauge by virtue of the sender being screwed into the engine. The instrument panel lights have nothing to do with the gauges. Also, I don't find a connection to the high beam indicator in that schematic. It's in the factory manual diagram.
