While diagnosing a charging problem a stumbled across a jumper on the resistor. Is this a normal trick or a bum fix by a yokel?

Also - my charging problem is:
Alternator tests fine, Regulator shows throughput, Car dies when positive battery cable unhooked.

Do you have points or an electronic ign system? If electronic, what system?
What do you mean by "regulator shows thruput"?
Disconecting the battery cable while the engine is running is not a good idea. The alternator output can go high enough to burn out bulbs and other stuff.
On a new style car with computer stuff, major damage can occur. Doing that is a bum test by a yokel.

Do you mean ballast resistor?

If so, it may have been bypassed if along with the pertronix, a 3 ohm coil is being used.
