Would like to keep the full wheel covers on my 63Gt while upgrading to 14 or 15 rims. Current rims are 13 inch, can a plain steel rim be modified to accept a 13 cover?

I don't think it can be done, but you might want to check the parts book for the year wheel cover you want to use. Some designs were made in different sizes for optional wheels or on larger body styles.
