the holley 2280 that I am using has a throttle return spring coiled around the throttle shaft. Is that considered to be sufficient or is it recommended to have a second, back up throttle return spring?

As Fopar said, mopar also used a regular spring as the primary, the carb's have the spring on the throttle shaft as a back up in case the regular spring fails. (similar to the setup on the late Holley 1945's).

In PA you would fail state safety inspection without two throttle return springs
