The heat circulation fan goes off, but the valve that shuts off the water seems to do nothing. No matter how it is set, the output air is the same, very hot.

The valve is mechanical, cable operated, and it appears to work viewed from the outside. I was wondering if anyone has seen these valves fail while still appearing OK outside? It is installed in accordance with the diagram in the FSM.

Yes, they can fail. They pretty much rot from the inside out.

If you have a hard time finding one, search for pickup parts.
