At least according to this annoying guy with the Stingray with the tired oil burner it does: https://www.youtube.com/watch?v=zhl3bLzgq9A  You'd think he'd realize that if it did in fact conduct electricity all the components he smeared the stuff with would short out as the current traveled from terminal to terminal...
