Bizarre. Sounds electrical (spark) rather than fuel-related. But that steady rhythm to it is weird. I think for a quick-and-dirty check I'd pull one of the spark plug wires off its plug, insert a bolt, and then hold it near the head with the engine idling. If there's no spark during the dead phase, then it's time to figure out what component is dying or connection is faulty. If there's spark during the dead phase, then it is fuel related and probably in the carburetor.

Suction side of the fuel pump is where I'm drawn.

Piece of crap in the carb.

It's hovering in some orifice blocking as the engine revs up, which then causes the revs to drop, and it then unblocks, repeat.

that's a bobble head lobster mary and me pick up in keywest.fla.
we had bought a dead motor early geo metro Barbie pink convertible for $500 at a donated auction. the auction stated motor was dead. then bought a replace engine from japan inport ebay $750 del. had a local small garage install. they had to take the fuel injection stuff of the japan engine and install our carb stuff/also the oil pan. garage called said small oil leek . I could see it was where the guy hit the pan with a hammer to get it off he also wacked the block. I ask the seller of the motor on ebay. he just said he'd send another free that sometimes that happens on his end.I told him I would try epoxy as I have had luck on aluminum blocks b4. sealed it up. drove from Maryland 2keywest and back to Maryland / 35 mpg with ac on or off. put it on craigslist had some pinup girl buy it said the Barbie pink was one year only rare. told her about every thing. we sold it as it never would go through Maryland emissions never.

…except that this behaviour is not dependent on engine speed. It's the same cadence whether the engine is idling or revved up. If it were cyclically starving for fuel like that, we'd expect it to change and get worse with higher revs.

Check the fuel pickup in the tank. I've had the sock collapse and starve the engine. I took the fuel line off the pump and the cap off the tank and blew into the tank. That cleared it up.

Wait a sec. Does it do this only once the engine is warmed up?

Had somewhat similar on again-off again symptoms with a warm engine. It was a bad orange box ECU.

Sorry, no help here.

Just wanted to say that the video reminded me of a WWI fighter plane engine, using ignition interruption for throttle control.

Brrrrrp ... brrrrrp ... brrrrrp ...

Faulty taillight bulb! Worn-out "cat whisker" window seals! Peeling chrome on the instrument cluster! Sagging seat upholstery!

(since we're throwing random guesses at it  )
