I've viewed Youtube videos where a headlamp is used as a test fuse for assisting in identifying shorts that result in a blown fuse. You disconnect wiring until the headlamp goes out - that identifies the wiring with the short. The headlamp draws enough current to not damage the wiring - otherwise insulation might melt. Is this method safe to use?

That will work. However, what if there is more then one load on that circuit. A "normal load, and the "overload". The head light would not go out, if only one circuit is disconnected at a time. What I like to do is use a auto resetting circuit breaker (they make them so they will fit in a fuse holder, or use clip leads) of about 10 amps. The breaker will keep tripping and resetting until the short is disconnected.

You are a smart man, Charlie. Gotta remember that breaker trick...

The headlight should dim instead of going out in the case that multiple loads are there.
