This was not just a one time bulletin,these instructions were in the 1977 service manual and every year after that to at least 1983,newest i have to check.

Also works for Carter BBS. Remove two front/short airhorn-main body screws, remove one long airhorn-main body-throttle body screw and replace with short screw to hold main body to throttle body; repeat with another long screw on the other side of the carb. Remove (applicable linkages and) other two long screws. Proceed with float adjustment.
