I do not have access to a proper "Connecting rod heater";
can I use a Mapp / Propane Torch to heat the small end to drop the pin through?

I can also freeze the Piston pins to hopefully make them a few 0.0001"ths smaller.

Your torch setup will be fine and heat the rods to expand them effortlessly. No need to freeze the pins. You'll just need to make a pin stop so they will be centered once you install them....
