Can anyone give me some insight on how an air filter housing mounts on a Carter BBS 3278 S Carb?

It does not have a typical wire bail or a provision for one.

I am guessing it is like the 1964 Dart with a 273 my da d has where it uses a sort of clamp attachment? maybe for an oil bath type air filter?

Thanks Sages!

That's for a 1962 Dodge truck with 170 engine, manual transmission, and manual choke. You're correct, it was designed to take an air cleaner with a clamp-band type attachment—an oil-bath item, like this. Different/smaller size than the similar 2bbl setup used on pre-'66 V8s.
