"flashes on bumps" "flickers while driving" means the wire is grounding out somewhere intermittently. That light serves two purposes: It comes on when the handbrake is applied, and it lights up if a pressure imbalance is detected in the brake hydraulics. The former function is handled by a "refrigerator door" type switch at the leading end of the handbrake shaft under the dash. The latter is handled by a contact and sliding shuttle in the brass metering block you will find if you follow the two brake fluid pipes downward from where they leave the master cylinder.
