I overhauled my front brakes - included new disks, brake pads and new brake calliper piston seals, bled the brakes and got a good pedal. I now find the front wheels are hard to turn by hand.

Do I have a problem?

by hard to turn do mean, the front end is in the air and turning the wheel by hand is hard? or the steering wheel is hard to turn. I assume you mean the first one. in which case, freshly packed wheel bearing will not turn as much as worn out ones. however, overtightened ones will be really!!! hard to turn over. (less then a full rotation)

The car is sitting on stands, wheel bearing adjustment is ok. I think the problem is the brake pads. They are very hard up against the disks after bleeding the brakes - perhaps this is normal.

As I stated before the wheels are hard to turn by hand with the car off the ground.

It is normal for the pads to be in light contact with the rotors and for there to be a moderate amount of drag when turning the wheel. The wheels should not spin freely but they shouldn't be overly stiff either. FWIW, an improperly installed seal can make the wheel hard to turn as well.
