You can take a 3/32 allen wrench and insert it into the snout of the vacuum advance (if you have a advance canister with the square hex end) and screw it in one turn or so to get rid of the 3 degrees vacuum advance you have at idle. That always helps to get a better idle setting.

This looks like a breaker point distributor to me, rather than electronic, and I can't recall having encountered a pre-electronic vacuum advance with the adjustability feature. That said, even if this distributor does have an adjustable vacuum advance, some other things should be checked before using that adjustability to eliminate vacuum advance at idle. The idle speed and mixture settings and the basic (initial) ignition timing should be checked carefully. If they're not set right, and the throttle plate is open too far at idle, that'll cause some undesired vacuum advance action at idle.
